International Trade Administration Launches New Listing to Boost U.S. Resources Management Exports

The International Trade Administration (ITA) has announced the official launch of the U.S. Resources Management Industry Listing (RMIL), an important new digital platform designed to elevate the global profile of American companies operating in vital environmental and resource management sectors. Published in the Federal Register on October 27, 2026, this initiative signals a concerted federal effort to promote U.S. technological leadership and expand export opportunities for a critical segment of the American economy. Applications for inclusion in the RMIL are now open, with an initial submission deadline of December 11, 2026, for companies seeking to be part of the inaugural listing in February 2027.

Strategic Purpose and Scope of the RMIL

The RMIL, also referred to as the "industry listing," serves as a centralized, publicly accessible database of U.S. companies offering solutions across a broad spectrum of resources management. This includes firms specializing in water and wastewater treatment, waste management and recycling (with a specific focus on critical minerals recycling), air quality measuring, monitoring and control, general monitoring and instrumentation, and weather and forecasting services. The ITA's Office of Energy and Environmental Industries will manage and maintain this listing. The primary objective is to enhance the visibility of these U.S. companies among international buyers actively seeking American-made products and services in these essential fields.

These industries are fundamental to critical infrastructure development and efficient manufacturing operations both domestically and abroad. They provide indispensable equipment, machinery, components, and services that support diverse sectors, including water purification for semiconductor manufacturing, pharmaceuticals, and food and beverage production. They also contribute to water efficiency in data centers, critical minerals recovery through recycling technologies, and industrial air purification for heavy manufacturing. Collectively, these sectors generate approximately $37 billion annually in U.S. goods and services exports and support an estimated 1.9 million American jobs.

Benefits for U.S. Companies and Global Engagement

For eligible U.S. companies, inclusion in the RMIL offers several tangible benefits. It provides a platform to showcase unique solutions, significantly increasing visibility to foreign buyers and investors. This elevated profile is expected to generate new business opportunities and facilitate connections with prospective international partners. Furthermore, listed companies can anticipate deeper engagement with the ITA and other relevant U.S. federal government agencies, potentially gaining access to support and resources aimed at navigating complex international markets. The initiative aligns directly with the ITA's broader mission to promote American technologies and services to overseas partners, thereby strengthening the competitive position of U.S. firms in global project bidding.

Strict Eligibility and Application Requirements

To ensure the integrity and quality of the listing, the ITA has established rigorous selection criteria for companies seeking inclusion in the RMIL. Applicants must make several key certifications demonstrating their qualifications and compliance with U.S. laws:

  • Ownership and Control: The company must not be majority-owned or controlled by a foreign government entity or entities.
  • Sector Relevance: The company must offer U.S. goods or services directly relevant to the specified resources management sectors.
  • U.S. Content: Goods or services offered must be of U.S. origin or possess at least 51% U.S. content by value.
  • Export Compliance: All exports of goods, software, technology, and services must comply with U.S. export control laws and regulations, including those administered by the Bureau of Industry and Security (BIS) and sanctions laws from the Office of Foreign Assets Control (OFAC).
  • Sanctions Clearance: Neither the company nor any subsidiaries or affiliates may be listed on any OFAC Specially Designated Nationals (SDN) list or other U.S. government sanctions lists.
  • Legal Standing: The company and its affiliates must not have been charged with or convicted of civil or criminal violations of U.S. export control or sanctions laws within the last five years.
  • Litigation Status: There should be no pending litigation, including administrative proceedings, involving the U.S. Department of Commerce in which the company or its affiliates are identified as a party.

Once these certifications are submitted, an ITA industry specialist will conduct a review, a process that can take several weeks. Applicants may be contacted for clarifications. Approved companies will then work with ITA specialists to build out their profiles, which can include detailed information about their products, services, and company background.

Disclaimers and User Responsibility

The ITA emphasizes that the RMIL is intended as a resource for U.S. exporters, manufacturers, and service providers and is not meant to be comprehensive. Inclusion in the listing does not imply endorsement or certification by the U.S. Government, nor is it intended for U.S. Government procurement purposes. The ITA strongly advises users of the RMIL to conduct their own due diligence and background research on any listed company, as the ITA assumes no responsibility for the professional ability or integrity of the providers. The ITA also reserves the right to decline listing any particular company.

To ensure ongoing accuracy, listed companies will be asked annually to certify that their information remains current and confirm their desire to remain on the RMIL, with provisions for updates on a rolling basis.
